Three places a roof permit can come from
People say 'Ellijay' for a wide area, but three local governments issue building permits around here. The City of Ellijay handles its own city limits through its Code Enforcement department. Gilmer County Planning & Zoning handles the unincorporated county. East Ellijay is a separate municipality with its own city hall, and a house inside East Ellijay city limits should be checked with that city first.
We have not found a published East Ellijay building fee schedule to quote here, so this page does not list one. Call East Ellijay city hall, describe the re-roof, and ask whether the city issues the permit or refers you to Gilmer County. Write down who you spoke with and the date.
If the address turns out to be outside both city limits, Gilmer County Planning & Zoning at 1 Broad Street, Suite 002, Ellijay, 706-635-3406, is the office, and Section 66-40 of the county code sets the fees.

What the county charges if it is a county permit
Section 66-40 of the Gilmer County Code of Ordinances lists residential fee lines including a miscellaneous permit at $100.00, alterations at $0.35 per square foot, re-inspections at $50.00 each, and double the permit fee plus a $500.00 fine for building without a permit. The county's Planning & Zoning page notes its printed fee schedule is being updated, so confirm the line that applies to your roof when you call.
Whoever issues the permit, the roofer should state in the contract who pulls it and whether its cost is included in the price.
The Gilmer County permit page covers the county process in more detail.

Many East Ellijay homes are in subdivisions along the commercial corridor, while others are rural lots in the hills. Both share the same planning steps. First, measure: the roof size calculator converts footprint and pitch into roofing squares. Second, decide on material, usually architectural shingles or metal; the metal roofing page compares the options. Third, get two or more written quotes built on the same scope.
Ask each roofer about decking. If a roof has leaked for a while, some sheathing will need replacing after tear-off. A per-sheet price in the contract keeps that honest.
Ask about ventilation as well. Many older homes have mismatched or inadequate attic vents. A replacement is the easiest time to fix that, and the roofer should describe their plan in writing.
Code and licensing basics
Georgia's Department of Community Affairs lists the 2024 International Residential Code with Georgia Amendments 2026 as the mandatory residential code. Georgia also offers an optional Appendix U on disaster-resilient construction that a city or county can adopt by ordinance; its roofing section calls for a two-layer secondary water barrier. Ask the permit office whether your jurisdiction has adopted any part of it.
Roofers in Georgia are licensed through the State Construction Industry Licensing Board's residential and general contractor division under Title 43, Chapter 41. Check any company in the Secretary of State's GOALS search before signing.
The Georgia roofing code page and the license page go further.
Scheduling around weather and seasons
Roofing in the north Georgia mountains is possible most of the year, but shingle manufacturers set minimum temperatures for sealing, and cold snaps or long rainy stretches push schedules back. Ask the roofer how they protect an open roof if weather changes mid-job and what happens if tear-off reveals more damage than expected late in the day.
Spring and late summer storm seasons fill roofers' calendars. If the roof is not leaking, planning a replacement in a quieter month can make scheduling easier.
Leave room in the schedule for the permit and inspections. The final inspection is your record that the work was checked.
| Item | Charge | Source |
|---|---|---|

| Permit renewal, less than one year | $100.00 | Gilmer County Code Sec. 66-40 |
| Permit renewal, over one year | Current permit price | Gilmer County Code Sec. 66-40 |
| Building without permit | Double permit fee + $500.00 fine | Gilmer County Code Sec. 66-40 |

Have your square count, photos and roof age ready. Ask the roofer to put the permit, decking unit price and flashing plan in writing.
If a storm caused the damage, start with the hail damage page so the insurance claim is handled in the right order.
Questions to settle before the crew arrives
Where will the dumpster or trailer sit, and will it block a shared drive? Who protects landscaping, decks and windows during tear-off? Will the crew need power or water from the house? How will nails be swept from the yard and driveway? What time will work start and stop each day?
On older homes, ask what happens if the crew finds more than one layer of old roofing, or framing damage that a sheet of decking will not fix. A good contract says who decides, how the change is priced, and how you approve it in writing before work continues.
Finally, agree on how you will be told the job is done: a walk-around, photos of the finished roof and flashing, the final inspection record and the warranty paperwork. Those few documents are what you will hand a buyer or an insurer years from now, so it is worth asking for them by name.
