The city office
The City of Ellijay's Code Enforcement department lists building permits, building inspections, zoning and code enforcement, land disturbance and environmental protection, and subdivision regulation among its services. Its page lists Code Enforcement at 706-972-4141 and an email address for the department, and notes that forms on the city website can be faxed on request.
The department describes itself as up to date with the latest building code editions and says it is glad to answer questions during the planning and estimating stage of residential projects. That is an invitation worth taking: call before a roofer orders materials and confirm what the city needs for a re-roof at your address.
We have not found a published City of Ellijay roofing permit fee to quote here, so this page does not show one. Ask the department for the current fee and how it is calculated.

A small city with a big county around it
The 2020 Census counted 1,862 people and 829 housing units inside Ellijay's 3.52 square miles of land. Most roofs in the area are outside that line and are permitted by Gilmer County instead. Before you assume the city handles your permit, confirm that the parcel is inside city limits; your tax bill or the county's parcel records will show it.
If the house is in unincorporated Gilmer County, the Gilmer County permit page lists the Section 66-40 fee lines. If it is in East Ellijay, ask East Ellijay city hall.
Roofers who work across the area will know the difference, but it is worth hearing them say which office they plan to use.

The Code Enforcement department works with the city's Planning and Zoning Commission and Historic Preservation Committee, according to its page. If your house is in a historic area or downtown, changing roof material or color may raise design questions before the building permit does. Ask early whether your property is in a district that reviews exterior changes.
Like-for-like replacements usually raise fewer questions than changes from shingles to metal or changes in roof shape. Bring photos of the current roof and the proposed material when you ask.
If a review is needed, factor its meeting schedule into your project timeline.
Code basics for a city re-roof
The Georgia Department of Community Affairs lists the 2024 International Residential Code with Georgia Amendments 2026 as the state's mandatory residential code, and cities enforce it through their permits and inspections. Georgia also publishes optional appendices, including Appendix U on disaster-resilient construction, that a city may adopt by ordinance. Ask the department whether the city has adopted any of them.
The manufacturer's installation instructions matter just as much, because inspectors and warranties both look to them. Ask your roofer to commit in writing to installing the product to those instructions.
The Georgia roofing code page explains the mandatory and optional parts.
| Code | Edition in force | Source |
|---|---|---|
| International Residential Code | 2024 edition with Georgia Amendments 2026 | Georgia DCA |
| International Building Code | 2024 edition with Georgia Amendments 2026 | Georgia DCA |

What to have ready when you call
The property address and parcel number, the roof area or square count from the calculator, the existing and proposed roof materials, whether old layers will be torn off, whether any framing or decking will be replaced, and the roofer's name and Georgia license number.
Ask who may apply for the permit, whether a homeowner may pull it, what inspections the city performs for a re-roof, and how to schedule them.
Write down the answers, the name of the person you spoke with, and the date.

Keep the permit and inspection record with the house papers when the job is done.
Why the city permit is worth the trouble
A permit can feel like paperwork between you and a dry house, but it does three useful things. It puts an inspector's eyes on work you will never see again once it is covered. It creates a public record that the roof was replaced, with a date, which helps when you sell or file an insurance claim years later. And it gives you leverage: a roofer who knows an inspection is coming has every reason to get the underlayment, flashing and fastening right the first time.
Inside a small city like Ellijay, the people who issue permits are also the people who answer the phone when you have a question. Use that. A five-minute call to Code Enforcement before signing a contract can save a stop-work order later.
If a roofer suggests skipping the permit to save time or money, treat it as information about how that roofer handles the rest of the job. A contractor who plans to be around for the warranty plans to be on record.
